There’s probably a plugin available for Discourse, to enable this.
But, without an API key, and your own crontab, right now I don’t think it’s possible.
Discourse offers this up natively but you have to be an admin to do it. IIRC from the last time I did it, it’s also wonky in that you create and post the message to an admin specific channel such as Staff, then you schedule the message to moved to the proper channel/location. So even if layperson had the rights, the workflow is off kilter enough to not be useful for most.
