Maybe a user who liked a post and then was later deleted (or self-deleted). The forum software may on purpose still want to show that the post had X number of likes, but some may be from former users. I’ve seen that on a lot of software, especially stuff used in the enterprise.
I would agree with your initial guess, but whoever this is has been actively liking my posts all afternoon here. So, they’re definitely not deleted. Or… if they are, they’re still somehow able to interact with the forum? I’m not quite sure what to make of it…
